The Second Civil Suit
N.O. alone in crime camera controversy
Rather interesting slant to take, but I'm really starting to dig David Hammer's style. I think I'm gonna call him Tenacious D....but of course the Hammer metaphor is low hanging fruit.
This article does a couple of things for us....it draws out some new players and lets us in on some new findings.
Netmethods had crime camera deals in multiple cities including, Baton Rouge, Lafayette, Savannah, GA, Gretna, and Westwego.
It also introduces us to a company who will be at the center of a second civil lawsuit, Tropos.
Tropos is the company who Netmethods used to acquire and set up the 802.11g antennae array which provides a meshed network of communication relays as opposed to a point to point relay.
What's the difference between a point to point network and a mesh network? Look at it like this...in a point to point system, one "node" will contact the next node in a straight line down telephone poles and transfer information to a central point....if one of those nodes goes down, it will bring down every relay point behind that node. So one node can knock multiple cameras offline even though there is nothing wrong with the other nodes.
A node, by the way, can also be looked at as simply an antennae.
A mesh network uses nodes that connect to multiple nodes at once....therefore if one node goes down, it is isolated and the other nodes can connect to any other node within it's range and bypass the damaged node. The mesh network is much more efficient and reliable.
Incidentally this is exactly how a storm-proof interoperable communication system works and this is why the DOJ offered us a 7 million dollar grant, back in 2003....the same grant which Meffert scuttled.
Its important to understand the importance of this mesh network....once its set up, the company who holds the maintenance contract is going to be making millions off that city in perpetuity or until the contract is re-bid. The cameras aren't as a big a prize as the mesh network.
In their suit, they claim that while they developed groundbreaking ways to make cameras practical as a crimefighting tool, Meffert and St. Pierre conspired to replace them with Veracent and filch their technology.
But Veracent was being paid by the city to supervise the technology office, while at the same time supplying the crime cameras the city was buying.
Questions about that arrangement led the city to rebid the crime camera work and select a third vendor, LSI Research, which took over in 2007. By early 2008, 46 of 218 cameras were working, and the city brought in a fourth overseer, Ciber Inc., to get the program off the ground.
Not exactly. This gets real complicated, but the not exactly part of the above paragraph is that Ciber was already "in" the city...they were practically running it for that matter. Anthony Jones oversaw the rebidding process and Ciber introduced LSI into the fray. So while not inaccurate, it is a little misleading....Ciber was running the show before LSI was brought in. And its important to understand that LSI is in bed with Ciber.
LSI President Tim Perryman said his company kept working after Ciber stepped in and had all cameras functioning by mid-2008, but then Hurricane Gustav knocked most of them out of commission again.
I'm not sure I believe that statement. The reason why is because Ciber has a history of causing complete boondoggles with nearly everything they are involved in....thereby causing ever expanding bids and maintenance contracts, i.e. 311. It wouldn't surprise me if the majority of those cameras were unscathed after Gustav, but Ciber and LSI saw an opportunity to hit the city with another bill.
You know Jones wasn't on the ground out there checking those cameras to see if they were actually damaged.
Another criticism from auditors hired by the city is that New Orleans did not end up with a "mesh" network as did Savannah, even though that is what the vendors promised.
Tropos, NetMethods' "mesh" partner in Savannah and elsewhere, initially worked with Verge Wireless of Baton Rouge to introduce its system in the initial New Orleans camera project. Verge CEO Carlo MacDonald said he provided a mesh system as a subcontractor to Southern Electronics in New Orleans in 2004 and 2005. But by the time LSI held the contract, Tropos was not involved anymore.
According to the city audit, New Orleans did not get a mesh network in the end, but a less effective point-to-point system. It is not clear what happened to the roughly 200 Tropos nodes -- which MacDonald said he helped get donated to New Orleans after Katrina.
At some point there was a bait and switch which took place with the mesh nodes being substituted with point to point nodes under Anthony "Bowling Pin" Jones.
Jones was either 1. Incompetent and unaware or 2. crooked.
LSI and Ciber must have known what was going on...as did Tropos, Verge, and Netmethods.
Now as far as the 200 donated Tropos nodes, one of AZ's avid readers is suggesting that those nodes were redistributed in other cities....with the respective cities most certainly getting charged for them. The word is that each node runs over 5k. That works out to a nice, even 1 million dollars in nodes (antennae). IRS....you listening?
So Verge's CEO, Carlo MacDonald, got Tropos to donate 1 million dollars in mesh network nodes to New Orleans....but now no one knows where they are. Well, they have serial numbers....and I'm told MAC ID's....and there's 200 of the motherfuckers out there somewhere....anyone wanna grab a camera and go climb some poles in Baton Rouge, Lafayette, Savannah, Gretna, and Westwego?

There is much debate going on by those "in the know" or close to being in the know about wether or not Nagin will actually face criminal charges in the unfolding city IT scandals. While, Meffert is most certainly in the frying pan and now the word is his wife may even be on the hook, Nagin is another story. So far it's apparent that Nagin's defense is amnesia which is only going to take him so far. While there may not be a prosecutable offense against Nagin under the RICO act, perjury is another story.
I went back through his deposition in the crime camera civil suit to try and find areas where he may have knowingly perjured himself. Here is what I came up with:

Muppet even boasted about having the credit card under Imagine (Netmethods) and how he had run up over 80k on it. Nearly everyone in that building knew it....Oliver Thomas even knew of it. I'm a fucking blogger and I knew about it. People quit their jobs because of it.
Ray was on the receiving end of gifts from St. Pierre's company....and he's telling us that he didn't know about the arrangement between Muppet and St. Pierre. Of course he knew and its only going to take a small iota of evidence to prove that.
If Nagin is going to get linked back to this and actually charged, my guess is that its going to be in the form of evidence which the Fed is already sitting on that we're not yet aware of....a wire recording or even email. Yes, I think the FBI actually has his email database in their possession....the one that supposedly disappeared as well.

The funniest thing I think I ever read was when Gordon Russell wrote the article about Pratt getting the Dodge Durango way back in 2006. When Russell asked her about it, I guess it never occurred to her that it might be illegal...her reply:

Bowling Pin knocks down who?
Also, looks like the city gets to host Michael Dell.
Maybe we can show him around and see if he'd be interested in doing anymore business here....since it worked out so well for him and all. Thanks guys... for creating that productive business climate you kept touting at the beginning of your administration. Looks like its worked out really well.....forcing CEO's of Fortune 500 companies into court appearances to sue the shit out of them after you got caught in a multi-million dollar scam. Yeah...that just sends the message out loud and clear, "Do business with us!" Once again Ray's done a great job of keeping the brand out there.
Wow...we're off to an interesting start this week. Here's a couple of developments to watch for...Zombie predictions if you will:
1. A second civil lawsuit will be filed surrounding Meffert and peeps.
2. We will find out that Meffert footed the bill to do some renovations on Ray Ray's house. Which, incidentally, is right next to Meffert's. I'm guessing it transpired something like this:
Muppet: "Ray...looks like you need a new coat of paint...let me take care of that for you."
Ray: "How you gonna do that Whiz? You're a hi-tech computer guy....you're not a contractor."
Muppet: "Ray...Ray....when it comes to public funds, I'm all things to everyone. Travel agent, nude talent scout, boat captain, video surveillance expert, interactive kiosk developer, RNC operative, deputy mayor, former CIA agent (yes he claimed that), and believe it or not...even a contractor. Shit Ray...I got ya covered brah....you don't even have to think....more importantly....you don't have to remember...anything....get it?"
Maybe the next lawsuit will be Ray suing Meffert. He'll claim that Muppet hypnotized him into accepting all these gifts, then erased his memory, making him forget who paid for it all.

I randomly found this through googling "entergy horror".
3 months ago Entergy showed up on a sunday morning to dig a huge hole in my yard. While digging the hole they managed to destroy my sewage line. Instead of fixing the problem or contacting the sewage and water board they just left. I expected the problem to be fixed immediately since sewage was literally just leaking into a big hole, but instead nobody showed up for a week. I called entergy and sewage and water board daily for about 2 months before they came and fixed the problem, ruining my driveway and sidewalk in the process. Now I am left with a huge rock pit in the front of my 350 thousand dollar house.
While ruining my yard they also decided to put a gas meter in directy in front of the access hatch to the underside of my house. Since I am selling the house I needed to get a termite inspection done. Unfortunately since Entergy wants to ruin my life they have decided not to come out ever and instead to just transfer my to 6 different powerless people. It's now been 2 weeks and 4 hours on the phone just to get them to move the meter 2 feet over.
Why does entergy sponsor the Hornets? They are the only power provider so I can only deduce that they are doing it so their incompetent executives can sit courtside or in a box.
I have never dealt with such a horrible company in my entire life. This is why there needs to be competition in the energy industry.

Since I am selling the house I needed to get a termite inspection done. Unfortunately since Entergy wants to ruin my life they have decided not to come out ever and instead to just transfer my to 6 different powerless people. It's now been 2 weeks and 4 hours on the phone just to get them to move the meter 2 feet over.
Why does entergy sponsor the Hornets? They are the only power provider so I can only deduce that they are doing it so their incompetent executives can sit courtside or in a box.
I have never dealt with such a horrible company in my entire life. This is why there needs to be competition in the energy industry.

Backtracking once again
Just wanted to point out that about...oh...I'd say....5 previous posts ago.....I referred to the jet which Meffert, Nagin, and their benefactors flew to Chicago and Las Vegas on as a Lear G4.

Being a hillbilly who knows little about private aircraft, I made the fatal mistake of assigning a Lear title to the G4 when in fact the G4 is a Gulfstream model.
The difference?
A Lear 45 seats a measly 7 occupants while the Gulfstream G4 houses 12 to 19 passengers....I guess that's clothing dependent. Not sure if there's a stripper pole on board solch Tony Stark, but I would imagine there was plenty of room for ecdysiasts in a fuselage that large.

John Glass is a hell of an attorney but with the second lawsuit about to be made public its going to get really interesting for Nagin and many others. The second lawsuit from what the rumor mill is going to be the nail in the coffin for this krewe.

Strange Bedfellows
So the Zombie wire has another telegram. Word from the tomb is that Nagin has turned to criminal defense attorney, John Reed, to sheild him from....well...whatever happened with the DOJ the other day. Reed is a Harvard grad, hyper-intelligent, and ironically enough....reportedly despises Nagin to the core. Eli has word that Reed's distaste for Nagin comes from Ray getting him kicked off the HDLC (Historic District Landmarks Commission).

Ray must be pretty desperate to retain an enemy to come to his defense. I'm sure it doesn't come cheap. Looks like a Rattlesnake Rodeo is on the horizon.

rumour quelling
No target letter was sent to Nagin. But something went down...not sure what....he is, in fact, lawyering up.

That's how I feel about what's going on in my mailbox right now.
Regardless, I think it's prudent to provide a little background on 3 companies which are surfacing around Nagin at the moment. I apologize beforehand for the grammatical errors, type-o's, and haphazard structure, but I just don't have time to clean this up.
First, in case you didn't watch Lee Zurik's special report the other night on WWL, please do so and check out Nagin's schedule on their website.
Nagin had numerous meetings with a man named Frank Fradella who was the former CEO for a company called Home Solutions of America (HSOA). The company received numerous no-bid contracts from the Nagin administration and other lucrative contracts throughout the city including the 7 million dollar, renovation contract for the French Market. Zurik is running another special report tonight on WWL which I am guessing will expose much of HSOA's gravy train with city contracts....although please note that the French Market Corp. is not a city government organization.
HSOA was investigated by the SEC in 2008 for cooking the books and subsequently Fradella is in deep shit with the FED...I think he's headed for the clink. Local businessman, Scott Sewell, was working with HSOA and jumped ship after the investigation started, claiming that Fradella was a crook and supposedly HSOA owes Sewell millions of dollars after he filed suit and received a judgement against them.
HSOA spun off numerous shell companies, i.e., Associated Contractors, Home Solutions Renovation, Picke Construction, Home Solutions Restoration of Louisiana, etc., which recieved multiple contracts in the city from the Pirates Alley sidewalk renovation to the renovations at Louis Armstrong International....which I will expound on in a moment.
Also of note is a subisidiary company HSOA owned called Cornerstone Marble and Granite, Inc......why is that imporant? Well it just so happens that Nagin and his sons opened a company, Stone Age, which sold marble and granite countertops....use your imagination (although I have no solid evidence here).
HSOA was also the company which provided the G4 Lear Jet ride for Nagin and Muppet to the Chicago game. Fradella himself was on the plane with them.
All and all, HSOA has reportedly reaped over 200 million dollars in no-bid contracts from the city.
Now the other person who was reportedly on the plane ride to Chicago is businessman Aaron Bennett, owner of a company called Benetech. Benetech has also been the recipient of numerous no-bid contracts from the city, including the contract to remove all the flooded cars from the city in Post-K, and they were even running the city IT services on a no-bid contract in the interim period after Mark Kurt stepped down and Anthony Jones stepped in. Bennett was also a partner in Associated Contractors with HSOA. At this time I have not seen a tally on how much Benetech, or Bennett himself reaped in city cash up to this point.
Ok...so back to LAI. HSOA and a contstruction company, JRDKS, got the bid to renovate the airport. The bond backer for that project was a company called Infinity Surety (dig that slick website), owned by a Texas businessman, George Black. HSOA is a Texas based company as well. So HSOA and JRDKS just lost the airport job when it was discovered that Infinity Surety was neither....in fact they were very finite and very unsure, as Black had backed the 5.6 million dollar project with a lien on a measly 170k dollar duplex property in Texas. However that didn't stop HSOA and JRDKS from getting a fat paycheck before the bad bonds were discovered.
Another local job Infinity backed was the C.J. Peete housing project in which many subcontractors under the general contractor, Dalrymple Corp. of Atlanta, were not paid.

A Strategy for Ray
I really think Nagin may be suffering a schizoid break. He's referring to himself in second person. Maybe that's because he's incapable of accepting responsibility for anything so he's dumping off the illegalities on "the mayor". I seriously think that may be what's running throug his mind.
So if he actually faces charges....maybe he can plead insanity. He can't remember anything, including the fact that he didn't need to buy a ticket to Chicago because he was flying on a fucking, private G4 Lear Jet provided by a contractor who was receiving millions and millions in no-bid contracts from him. You must truly be insane if you don't remember that you flew on a private Lear. I can see maybe Amy Winehouse forgetting that....but Ray...not so much.
I really think this is going to play out as one of the most bizarre spectacles in the history of the city.
